Our response to the Department for Business and Trade’s consultation on the application of zero hours contracts measures to agency workers. The MWP report addressed the strategic priority of enhancing the employment making work pay participation of people with disabilities (PwD) through ensuring that the main barriers to “making work pay” are identified and addressed. We intend, following this consultation, to specify the percentage rate in law and will seek to make this change through government amendment to the Employment Rights Bill. Businesses and working people in Britain deserve a secure, supportive working environment that will in turn boost growth and productivity. This government is committed to fair work, in which good employers and good employees thrive.

43.The government believes that all workers should be able to enjoy fair rights and benefits, no matter who they work for. A majority of employers polled agreed that strengthened employments rights would improve workforce retentionfootnote 4. Strengthening the employment rights framework will provide clarity for employers, tackling the undercutting that good employers currently face when trying to do the right thing.

The policy concept behind the Making Work Pay tax credit was to stimulate consumer spending, implemented as part of President Barack Obama’s stimulus package in 2009. Because Making Work Pay contributed to higher take home pay by reducing withholding, it was assumed that the recipients would spend the majority, if not all, of the credit. The Inclusive Growth Network, at the heart of the Centre for Progressive Policy, has been working with places leading the way in fostering inclusive growth through championing good work. Our members have risen to this challenge in different ways, including through campaigns and acting as testbeds for policy interventions. If the government is to truly make work pay though, it must learn from the policies of the past and commit to working with the places of the present.

Our road network is plagued by long-promised projects that are never delivered. The potholes cratering our roads are a visible sign of the decline after 14 years of Conservative rule. This report presents the results of a consultation on two of the recommendations in the Make Work Pay report. The Pathways to Work strategy has the stated aim of returning Ireland to a state of full employment.

The flip side of this is that failing to ‘make work pay’ would likely damage Labour’s prospects at the next election. Another example is our commitment to allow the use of modern and secure electronic balloting for trade union statutory ballots. Tackling low-paid, precarious employment could help the government to consolidate and expand its voter base, given that every constituency in the UK has a majority of people who believe workers’ rights should be strengthened.

Championing the people profession’s role in government plans to Make Work Pay

The government will take these forward alongside wider plans to reform the procurement system, starting with a new National Procurement Policy Statement ahead of the commencement of the 2023 Procurement Act in February 2025. We will consult on how to implement these measures in the single ‘worker’ status consultation. We will consult on a simpler framework that differentiates between workers and the genuinely self-employed, ensuring that all workers know their rights and have the comfort of protection at work. For many Make Work Pay commitments, powers already exist to deliver our reforms and therefore do not need to be included in the Employment Rights Bill.

Labour’s manifesto pledged to strengthen employees’ protections at work, establish a ‘Fair Work Agency’ to better enforce workers’ rights, and remove restrictions on trade union organising. Since the election they have announced an Employment Rights Bill, established a Cabinet Committee on the Future of Work and started to roll back the previous government’s anti-union legislation. 46.Alongside the bill, the government will consult to modernise the legislative framework that underpins our trade unions.

Many employers do not comply with legal workplace requirements, meaning that almost one-third of workers who should receive the minimum wage are underpaid. We will also seek views on how to strengthen provisions to prevent unfair practices during the trade union recognition process. By doing so, this government will create a strong, recognisable single brand so individuals know where to go for help and lead to a more effective use of resources. The body will take a balanced approach to upholding workers’ rights, with better support for the majority of employers who want to comply with the law, and tough action against the minority who deliberately flout it. The Plan to Make Work Pay starts with restoring the principle of honest pay for an honest day’s work.

The controlled gender pay gap remains closed in some industries

This year, we find that having a bachelor’s degree closes the gender pay gap when data are controlled. However, the pay gap widens for women between the ages of 30 and 44, with women overall earning $0.81 compared to every $1 men earn when data are uncontrolled and $0.98 when controlling for job title and other compensable factors. At age 45 and older, the gap widens further for the uncontrolled group, with women making only $0.72 compared to every $1 men make, which has decreased by 2 cents. The uncontrolled gender pay gap is not less meaningful than the controlled gender pay gap.

Critically, we will end short-term economic policy making with the establishment of an Industrial Strategy Council, on a statutory footing, to provide expert advice. We will ensure representation on the Council from all nations and regions, business and trade unions, to drive economic growth in all parts of the country. The UK is stuck in a low-pay, low-productivity and low-investment rut which is damaging the living standards of working people. Boosting the pay of the lowest earners, tackling labour market insecurity and improving opportunities for workers to join unions will help to lay the foundations of broader economic prosperity.

Whether it’s tackling the scourge of zero-hours contracts and fire and rehire, improving access to sick pay and parental leave, or clamping down on exploitation – this Bill highlights the Government’s commitment to upgrade rights and protections for millions. After 14 years of stagnating living standards, working people desperately need secure jobs they can build a decent life on. However, for decades as the world of work has changed, employment rights have failed to keep pace, with an increase in one-sided flexibility slowing the potential for growth in the economy. Ending unscrupulous employment practices is a priority for this government and none more so than shutting down the loopholes that allow bullying fire and rehire and fire and replace to continue. The government is closing these loopholes and putting in place measures to give greater protections against unfair dismissal from day one, ensuring that the feeling of security at work is no longer a luxury for the privileged few. Too many people are drawn into a race to the bottom, denied the security they need to raise a family while businesses are unable to retain the workers they need to grow.
